The emergence of the paradigm to make resource-based development in marine and fisheries as its driving force for national development, reflected in the decision of national politics, as implemented in Act No. 17 of 2007 about the Long-term National development plan that one of its mission States: realization of Indonesia became an independent island nation, strong forward, and based on the national interest. Consider strategic environmental changes in the implementation of national development and the construction of marine and fishery since the years 2010 until 2012, the necessary steps which are not breakthrough effort separate from other policy or policy before, but it is a mutually strengthening integrated efforts in the framework of the acceleration of the development of the marine and periakan, especially to increase the added value and competitiveness of marine products and perikana. To that end, the CTF will develop the industrialization of marine and perikana to be started in 2012, with the purpose to increase the contribution of marine and fisheries sector to economic growth and improve the people's welfare.
